Humanitarian needs to remain high in Ethiopia in 2019

Some 8 million people are projected to continue to receive humanitarian assistance in 2019, requiring US$1.2 billion, as highlighted in the Ethiopia chapter of the 2019 Global Humanitarian Overview (GHO). Speaking at the launch of the 2019 GHO on 4 December 2018, the United Nations Emergency Relief Coordinator, Mr. Mark Lowcock, said humanitarian needs will remain high in Ethiopia stating, “beyond Yemen, needs will remain ‘exceptionally high’ in Syria, the Democratic Republic of the Congo (DRC), Ethiopia, Nigeria and South Sudan.” Commissioner of Ethiopia’s National Disaster Risk Management Commission, Mr. Mitiku Kassa, said Ethiopia remains vulnerable to climateinduced disasters, flooding and conflictinduced displacements because of its geographic locations in the Horn of Africa and its diverse ethnic profile. The commissioner, who was one of the main panelists at the launch of the GHO, called on support to scale up the already existing and strong joint Government and partners’ coordination mechanisms which are in place at national, regional and local levels to provide effective humanitarian response for any emerging disasters in the country.
The Commissioner highlighted a best practice of a joint Government and partners’ Emergency Operation Center (EOC) set up to respond to the GedeoGuji inter-communal violence, which left more than 840,000 people displaced from both sides was highlighted during the panel discussion.
The EOC in Dilla Town alone brought together about 41 partners with 427 staff to respond to the crisis.
Meanwile, the funding status for the 2018 Ethiopia Humanitarian and Disaster Resilience Plan (HDRP) Mid-Year Review is at 75 per cent, including resources provided by the Government of Ethiopia. The result of the ongoing 2018 Government-led multi-agency needs assessment (from 17 November to 15 December) in all regions will help determine the actual humanitarian requirements for Ethiopia in 2019.
